I think modular headlights are illegal in Florida. understandably I think too because I could see how it would distract oncoming drivers. Plus, seeing how it's human nature to go where you look, I wouldn't want oncoming traffic to be so focused looking at the blinking lights coming. People might inadvertently cross over the yellow line and into my lane.
Headlight modulators are 50 states legal. Whether or not the LEO's know this, is another issue. Print the section out and carry it with you. It has to do with the Federal Motor Vehicle safety standards. Those standards can't be over-riden by state law either.

My pipes are fairly loud too, straight 09 head -pipe, no catalytic converter and Rinehart 3.5's slip-ons.
I've noticed it gets people to roll up their windows from time to time, and ya know what? I really don't care about that either, about interfering with someone's cell phone conversation.
When I am riding I am trying to stay alive, and if I annoy a few thin skinned people, well they would be annoyed anyway.

I don't know much about them but would like to know more...Are they a plug n play type item or are there other things that need to be changed when making the swap..And my luck will b spend the $400 on it and it will burn out in a month and I am sure there is no warranty on it, so I would b out the $$$...Someone told me there is no warranty once installed but they sure are nice...
Easy instal, I can't say all of them are easy but the ones I did were plug and play. I think there is no warranty on anything electrical that Harley makes.

EDIT: BTW after doing some reading and watching a few review videos I noticed that Kuryakyn offers a 3 year warranty on their Phase 7 Headlight and Fog lights. Total price on Amazon for all three lights is about $400. Not too shabby.

But then again maybe I'm biased because I hate people with flashing lights on their bikes as much as I hate the ******* construction workers think their flashing lights are for driving down the road, but it's okay I get to flash my high beams on and off till the pass me so it's kinda fun.
