How is the dealer gonna dyno tune the bike unless it has a tuner?
And if you're referring to the dealer download, it will keep the tune very lean so it complies with EPA specs. I don't see the point in that. All it really does is raise the rev limit, IMO it's not worth the money.
I suppose it depends on the dealer. I had an '01 Road King about a decade ago that only had ac and slip ons and my dealer gave me a simple download. It didn't make big power but it ran good and cool. I never dynoed it, but it ran much cooler than before the tune. I never worried about it's EPA compliance. As you mentioned, it did rev to 6200 too.
To the OP, I run a Powervision with autotuner and wide band O2 sensors. I'm really happy with it.
The guys at Fuel Moto will give you a basic map and you can fine tune the VEs with the autotuner.
Thanks guys, I had a Heritage with Stage 3 a few years ago and went with the SEST and Dyno. The bike was great however it was and 88ci and now I have 103ci, just figure a fuel Pak would be fine. I'll either get a Dobeck Gen3 or V&H PC3 next week. Once installed I'll let ya know how it is and which one. Ride Safe

Good choice. I had a fuel pack on a Nightster a few years ago and along with an ac and Short Shots, it worked great.
