Hope all involved recovers, sad when it happens for such a good cause. Lot's of bad news about group rides lately. Prayers and heartfelt compassion sent to the injured.
I've been on many group rides and these end up like accordians with sudden slowing without warning. Riders in back can't see past the rider in front and ends up rearending the the bikes that are slowing. After the initial impact, it's a chain reaction crash for all those behind. Group ride training is needed to prevent these tragedies but that's not possible when riders show up with different skill and experience levels.
IMO, 35-40 mph is too fast with a "couple hundred" bikes. The ride captain or group leader needs to slow it down.

If you can't see past the rider in front of you then you're riding in the wrong position.
Side by side riding in a group is a recipe for trouble, especially at more than parade speeds. If you ride staggered, then you can see what's going on with at least 2-3 bikes in front of you.
Sorry to hear about this accident. And I hope there can be recovery from the injuries.
But if I understand correctly, he was not abiding by his state law when he rode without a helmet and with a passenger on a learner's permit.
In this case abiding by those safety laws would have made a big difference. Even if there is a full recovery of the injuries, which seem serious, they likely will not be covered by his insurance because he was not abiding by the law.

If all these cops wanted to attend this funeral surely they could have used there own vehicles and maybe a couple of cop cars to show him the cities respect.
