back ontopic. i'll have to agree that CC's is a stupid way of dealing with this. but when has government been known for understanding anything enough to properly legislate it.
its not hard to push a gsxr 600 to well over 125hp. where as an 800 cc suzuki m50 barely makes 50hp after stage1.
Well, here in Europe we have that kind of licensing. It is not directly based on CC but on KWatt (basically HP... which is closely related to the CC btw).
The system works.
H-D sells Sportster with some device the lower the HP. and than removes the limitation for free when the rider comes to the right age.
Gotta agree more "protection" , bureaucracy and fees is a drag. What I'd like to see instead is MSF course taken to a new level. Keep it optional, but upgrade it to a standard (existing) vs. advanced (more difficult, more costly and state/fed reviewed course - possibly with weight and power:weight qualifications)
With a recent advanced course cert under your belt, it "buys" you some clout in traffic court/DMV. Like maybe lets you knock a point off your speeding ticket once in a while. Like "traffic school" but done as a preventative rather than punitive measure
Give us a carrot instead of a stick and reward good riders!

Here in NJ MSF courses are considered driver improvement, most insurance companies give you a discount for it, and sometimes can be used to get points removed.

I got the idea from how some (but not many) insurance companies here in CA do that. Our courts/DMV don't let you pull off the points. Just feels like a big money grab from them for the past 10 years.
Put simply, many people borrow a small bike to take the skills test because they can't pass on their bike. If you can't pass the test on your own bike should you really be riding that bike on the road? If you have to use a Honda Rebel to pass the state test then you should be riding a Rebel until your skills get to the point where you can handle a larger bike.
Remember when, if you tested in a car/truck with a stick shift, that's what you had to drive. And also the other way around. I don't believe that stupid law is still around.

What happened to we ride for the freedom of riding? What rules? We just ride. Do we really need somebody to tell us something is dangerous? We know that when we bought it. Most of us are smart enough to know if we buy a motor home with cruise control we cant get up and go fix a sandwich.

Exactly. Your post hit the nail in the head. Too many people are riding bikes they are totally unqualified to ride. Pass the MSF test on the size bike you're going to ride not a Honda 250, and then jump on an Ultra Classic. I've ridden all types of bikes over the past 36 years, and I mean no offense, but some of my fellow Harley big bike riders are some of the worst riders I've ever seen. Make the MSF class more challenging while you're at it.
