In order to be "the most comfortable", all Harleys need to be fitted to their rider.
First, the seat, then the controls, then the handlebars, then the suspension, and finally, what you put on top of the seat.
Getting forum members to guess which will be the most comfortable for you dad is gonna be hard.

Previous bike to the one I now own was a Dyna. Extensively test road the Switchback prior to purchasing the bike I now own. For me the Softail Deluxe is the most comfortable bike Harley makes. Fits me just right. The ride and handling simply head and shoulders above the Dynas I've owned.
Personally after test riding the Switchback was wondering how they're selling any of them.
I'd encourage your father to test ride lots of bikes. And yes, hand controls, foot controls and seats can all be changed and customized to the rider.
Had our Heritage since new in 07 and just turned over 50K.. great ride IMO or I would have traded her.
Best to test ride some to see which one he likes...
