Do not pay the dealership for set up fees it is a bogus charge. Harley reimburses the dealerships for setup and pdi. The statement is on the first page of Harleys website at the bottom in fine print
i do not accept them on any type of vehicle. i goodwrenched for a while and we got paid to do "PDI" and had to sign off on it. the factory expects dealers to do them and they are compensated, heck of a lot cheaper than a lawyer. some dealers are just crooks.

They can manipulate this charge, that fee, this invoice all they want and the only thing that you/we should be concerned with is how much is coming out of your wallet and going on their desk.

One of these days I'm going to be in the market for a new bike from a dealership. My plan is to come up with a fair OTD cash price, write it on a post-it with my phone number, hand it to the dealer and say call me when you want to sell it. Depending on the bike I'd put something along the lines of MSRP plus a few hundred to cover TT&L without overly being dick about it.
When I bought my '15 Limited I paid no set charges, and got a couple thousand discount as well. Another local dealer was charging $1200 setup

At a mininimus off NADA, also always ask for a free 1000 mile check. It's simple to cover Harley Mother ship for not tighten or overtightening a bolt and introduce you to the dealers service. And $300+ profit. Few think about this till it's too late.
Last Toyota I purchased, they added even advertisment and a few other item to the price. Of course, it was not listed on the finial paper you sign but they made the mistake of not watching when the dealer got up and left the table for a few an RIP took it and put it in her purse. Interesting but I ask my local DMV who in VA somehow regulates new car sales.
