Default Quick release tourpak mount help

My wifes 2002 flhtpi has a quick release tourpak mounting setup, she has asked me to switch it to a bolt on setup she says she doesn't like the rattle coming from the movement of it going down the road. It's always on the bike anyway, only time it's off is for maintenance. What all do I need to change? Any help is appreciated.

I'm really suprised that nobody has made any response, even trolls get more replies lol.

Without knowing what was removed to install the quick detach hardware, you're probably going to need #13, and the associated hardware that is needed to mount it.
