try seeing what torque setting it is at with a torque wrench, sneak up to proper value, this will tell you if it loosened, rarely does over torquing solve issues.
if not loose, back it out and clean out hole, add some teflon tape to threads and a soft copper washer under the head and torque to value. sometimes, hd cases have voids where out gassing occurred when casting, been there, done that. if that does not seal it, look for porosity in the case. if you find a pin hole, it can be peened shut, love taps.

so the issue that im having is that i bought a harley a year ago this photo shows the exact engine that i have an 88b when changing my exhaust i looked under bike and i found that is bolt has jb weld around it
That is a pipe plug. That is removed to drain the crankcase. It is not recommended to remove it unless absolutely necessary for the very reason that it has JBWeld around it. It is very easy to crack the case during reinstallation and overtorquing it, leading to the issue you have.
Ok that makes since whats the repair cost anyone know for the future to repair it doesnt leak all crazy i just noticed it and i was wondering what was jb welded
mr. qc makes a good point. that plug is thread locked and will require heat to remove it. it is a cheap plug and the hex can round out so if you remove it, use a better plug. if it is steel, use anti-seize or tape as the steel and aluminum cases are dissimilar metals and will corrode.
the oil ooze at the top is what i saw when you said bolt.
