You've already got some serious pitting going on there and unfortunately there are only three ways to deal with it.
#1. Just live with it and ride.
#2. Replace all the pitted parts with new or re-chromed ones.
#3. Send everything affected off for powder coating.
Looks pretty shitty for a practically new bike. Previous owner needs his *** kicked. Don't buy a nice bike with no where to keep it. Stuff is so expensive, I like to keep it looking expensive. SMH...
I think a lot of that will come off with the #0000 steel wool and polish. I may be completely misreading those pictures though, I find the light confusing. Are the big red splotches reflections of a light bulb or are they surface defects in the chrome? If we're just talking about the white dry spots, I think that will come off.

the guy won it. He didnt know what he had I got it for a song and a dance. But honestly when I picked it up it was covered in sawdust so I thought it just needed to be cleaned. Had I known it was this bad I would have haggled more. I did get it for a steal and it had no miles. Still not happy about it. Maybe I'll powder coat everything black now.

Im don't a fan of steel wool on chrome. You don't have to use a metal polish on chrome. Actually polish for paint works, but no harm either way.
Clean it first, make it as clean as possible, then polish. I wonder try some Iron X paste on it. It might work on the pitting, I have some so nothing lost.
For putting wax on it, only one wax would hold up to the heat. The rest of the waxes will probably be all gone after the first ride. If you want to wax it FinishKare 2000 would hold up. Mothers wax, no way it lasts
