Buzz, here is the history of WD40 https://www.wd40.com/history/ Your friend is partally correct as it will prevent some corrosion, there are better products out there to do that though.
If you want to end the conversation, ask your friend to provide a technical reference or reference in the Harley Davidson Service Field Service manual that states to use WD40 in the manner that he states. Been doing wrenching for over 50 years and have not seen a reference or a foot note that says to use WD40 in that manner.

wd40 will need to be applied often. as a builder of steel guitars, if you put wd40 on our changer, you will void the warranty. it is a magnet for crud which then gums up the works.
These two sections of threaded rod are exposed to the elements 24/7. About two months ago, when they were both rust free, I treated the left rod with 3-IN-ONE oil. Ran out of 3-IN-ONE, so I treated the right rod with WD-40.
I'm not knocking WD-40, it's a great product, however It's obvious to me other products are better suited for rust prevention.

Both threaded rods are grade 5, originally zinc coated to prevent rust, but eventually rusted from years of exposure to the elements. Wire wheeled both to bare metal before the two different treatments.
Using an ill fitting torx driver on a new HD screw may also remove a bit of its original coating, and expose some bare metal, which would be prone to rusting if left untreated. Even the best torx drivers wear out after repeated use.
