on the communtator, make sure the insulators are below the surface. the carbon tracking can be removed with fine paper abrasive suitable for metal. i usually will chuck it up in a lathe to maintain truness. do not forget to service the bearings and check brush length.

How long has it displayed the problem ?
Have you checked the condition and connections of the battery cables ? I assume yes as you`ve had the battery and starter "out"
Especially the grounds
Is your new battery fully charged ?
Do you know the battery is good ? There is such a thing as "new defective". load tested ?

Cranks slow when engine is hot ? ( i.e. at a gas stop ?)
Always cranks slow ?
Won`t crank at all ?
