pumping oil normal?
Yes, it can and will under the conditions mentioned, but shouldn't "pump" out more than a few spots after normal running, again under the mentioned conditions. NO, it shouldn't run out a stream unless something is a bit funky
3 things can cause that besides sitting and only being started ocassionally and never run.
1. The check ball in the oil pump can not be seating properly, letting oil from the tank leak into the block.
2. The plastic breather valves in them are kinda bad to break teeth and wear out over time which doesn't allow the sump action to operate efficiently. Don't worry, the oil pump will chew them up without damage, usually.
3. It could have a lot of blow-by and letting the filter (on the hose) get soaked and not allow the whole deal to breath properly
Well, make that 4 things.
4. Overfilled with oil. NEVER add oil to an engine that's been sitting a while. As long as you can see some in the tank, get the engine up to temperature by DRIVING it, then re-check.
Probably nothing serious (even if the breather valve is bad) You need to take that filter off and clean it a bit - at least so you're sure it's not plugged from oil. Next, drive the bike. You don't have to run it hard, but DO run it for at least 15+ miles and get it up to temperature. Then take the filter off and start it. You should get a verynoticeable "push-pull" at the end of the hose. (Probably a little more push than pull)
Again, doesn't sound that bad, but do let us know what you find after the mentioned tests.
