check for a proper ground, if the ground is not good you will have problems. Do what I call the hopscotching method. I do alot of electrical work in the HVAC field.
Apply 12 volts directly to starter from a good source( battery) if it starts then that tells you your problem lies before starter. A relay is just a switching device, check voltage into relay, if you have 12 volts into relay, find the wire leaving going to starter, jumper the wire from incoming to outgoing. good luck electrical can be a real treat!!!!

All good. A lot of people don't understand voltage drops. If you take a voltmeter and measure (with pos-lead connected) from the battery terminal to the cable connection running to the solenoid, you should read zero volts (no potential difference). If on the other hand, you measure anything at all, this is a voltage drop. It could be any value.Subtract this measured valuefromthe 12volt potential of the battery. This isthe potential being felt at the solenoid i/p for starting.Remember, the voltage is the head (or pressure) delivering the current for starting. With 12 volts to start and with a reasonably bad voltage drop the symptoms will mirror a dead battery. ..... "click-click".Digital circuits can be very finicky when operating in the grey zone, they become ambiguous. As stated, checking the ground is a good idea as well. If the groundhasresistance across it(should be zero ohms - short circuit) then the full potential of the battery won't be felt at the starter.
