It never came to be. After **** Germany invaded Poland in late 1939 production of civilian VWs was diverted to making military vehicles like the Kubelwagen.
Regardless, VW never really became the wildly popular "peoples car" until after the war and after Hitler (not long before him).

I am fine with not support Germans or Jap people. But I don't think it is the same board of directors.
As we're on the subject of VW and hence the Beetle, VW eventually settled with Tatra cars of the Czech Rebublic, in the 1960s, as Ferdinand Porsche essentially plagiarised their design when he designed the VW Beetle. He and Hans Ledwinka of Tatra were close friends, both working in the auto industry, Porsche being German and Ledwinka an Austrian.
There was a time some saw it as a jester against HD . Way for showing so anger. Just for a joke I had the one on lower rear fender on the )& RG upside down.
