Default timing problem

I have a 98 fat boy that I put together and my problem is that I have to advance the timing past the point that I have to loosen the screws and go farther yet just to get it to run. I checked the timing on the cam just to make sure I wasn't a tooth off, and everything is fine there. the bike is all stock stock heads, pushrods, pistons, cam, ect. I changed the module and ignition sensor twice and still the same. no difference the only thing is that I used 1998 flh fulie flywheels the ones with the fins on the for a crank trigger I was told the were the same except for the fins for the crank trigger if anybody has any ideas or need more info let me know

Thanks

Thanks for your help. I will pull it apart this weekend and see what happens. I didn't think those keys were that delicate. but everything else is lined up the way it is supposed to be. I have stock pushrods in it, so I am not to thrilled about having to remove the rocker boxes to get the pushrods out. might just cut them and put adjustables in it. il let you know what happens . thanks again
