If its like my 2003 ultra when the security [T.S.S.M.] is activated the system side of the bike operation[starter, fuel pump turn signals and a few other operational items are deactivated such as the engine control module or e.c.m. leaving the bike unable to run.

The Electric Control Module is the brain for the motor and its tuning. It has separate functions from the TSSM.
The TSSM should have nothing to do with tuning or the Power Vision. The PV works in conjuction with the ECM.
