Rev limiting at 3k now with the Power Commander V

Rev limiting at 3k now with the Power Commander V
Ok so my brother has a 1999 HD Touring Electra Glide Police with this mods:
true dual exhaust heathers, slip-ons from a 2007 Street Glide CVO, 95 inch piston kit, Andrews TW21 cams, high flow air filter and unknown what stage is the ECM
I've used the based map that came with the unit and 2 others that had very similar specs from their maps in their website and all have the same problem THE BIKE LIMITS AT 3000 REVs... wtf???
Why is it doing this and how can I change that?
