Target tune ....
When using the powervision alone with the stock 02 sensors the ecm will only control in the 14.1 -14.7 range....as stock does ....when used w/o the 02 sensors ...the ecm runs like a carb bike with no feed back and no conrtol of the fuel ...
when running the target tune with the powervision and the wide band 02 sensors ...the target tune module reads the 02 sensors ...stores this data and re-range's the data in a state (the stock ecm can read ) in order to control the afr in a wider range ....(as the stock ecm still and will never be able to control outside of the 14.1 -14.7 range)
if you run the Powervision w/o target tune the bike will run as a carb bike would ...when anywhere outside this range ...
so ...w/o target tune and the wide band sensors ...you will have no control of the fuel at higher or lower altitudes ...as you go higher the bike will run richer (thin air) ...and if a little to rich to start ...may foul plugs before you get up there ..!!!(depending on how high you go ) ....
but the idea is to be able to add more fuel in the lower throttle openings to help reduce heat ...
but from what we hear now ...EPA is going after all the aftermarket tuners now ....so ...soon they will not be able to help you neither ...(as Harley is doing now after their big fine they had to pay ) ...

Their are many threads about this with input from well known professionals who write the code for a living and tune for a living. Here is my "simplistic" and "general" take away on NB, WB, AT Pro and TT, after reading those threads for a couple years.
NB are best up to 3500-4000 rpm. WB are best above that. Fuel Moto mentioned in a post that they tune with the stock NB's up to ~3500 rpm range. And use WB to tune above. We ride 95% of the time below 4000 rpm which is where NB are best. Given that, some use AT Pro, tuning with both NB and WB. This provides the tuning in upper and lower rpms. And, keeps NB on the bike as they are best below 4000 rpm. This circles back to what Bob LFTR117 and Hardtail78 said. NB are the way to go once you have a good tune.
