Tuner Question
I was looking at a 2002 Heritage that has a 95 big bore kit in it, cams and a tuner. The bike runs good and doesn't seem to have any issues other then the red engine light is on all the time on the speedometer. The dealer is saying that is because the bike is an international model and has a US spec tuner on it. The speedometer is also in MPH. Does anyone know if this could be true. That really put me off on the bike but the more and more I think about it I really do like it, I just want to have that fact confirmed by an independent source.

No experience with this tuner. But I have read on the forum somewhere that if someone uses a baseline map that has ACR on and the bike does not have ACR it will throw a check engine light. If I remember right the post stated it was not causing anything within the bike. This may not be your cause.

Get the VIN, and call the Moco. They will tell you if it is an International model or not. Second, pull the trouble codes, or better yet have the dealer hook it up to the Scanalyzer and show you the codes. Third, have the dealer disconnect the tuner, and start the bike. The light should go out. My best guess. The dealer is probably not telling the whole truth.

You can check the VIN on the H-D website, just go to the Owners tab. As an International model it will have a miles or metric speedo, depending on destination country. It seems odd that an International model has found it's way 'back home', as US models are the ones that usually find their way overseas!
