ECM replacement problem

Update
So swapped in the 2nd ECM my seller sent me and lo and behold its working correctly- it appears the first one he sent may have been modified - now it looks like I have to do a head on it cuz I noticed one of the bolts is spinning. Never ends
but thanks again for all your help it appears as far as the event that fried the electrical system goes all is well again.

If the bolt is loose on an EVO you may be looking at a pulled stud. That is not a joint that typically just loses clamp load. If there is any white corrosion looking stuff on the cases on disassembly that will not be a good sign the case is healthy at the stud location.
