Wont start

I just had the starter worked on, put in a new battery. It tried to start, cranked very slow. I realized I forgot to reconnect the starter relay, hooked it up. Now, I have nothing, not even lights. But when I put it on the charger, it does not register a charge...until I turn the key, then the lights come on and the needle on the charger jumps up...but wont crank the battery. This is with or without the relay wire hooked up. This is the same thing it was doing before I changed the battery...I tested the starter before I put it on, ran fine.
Any ideas?
