I have an 08 Street Bob and the neutral stays on even when in gear, although it sometimes flickers while riding, it usually stays on.
I have already tried a new switch and that made no difference.
Any thoughts as to what it could be?
Most likely a problem with the switch itself with either it's function, or the depth it goes into the housing. The switch is used to turn the light off only, and if it fails the light will remain on all the time. It works the opposite way you would think. If you jump the wires at the switch plug the light should go out to confirm this. You can remove the switch and activate it with your fingers and see how it effects the light. If none of the above works, look upstream for shorted wires. Hope this helps.

Black is earth and get hooked into the via the rear lighting connector which is hooked up to the earth for the rest of the bike.
The tan wire runs to the TSSM (turn signal security module) and to the instrument cluster.
Something is wrong some where along those wires.
Your either going to have to disconnect the tan wire from the TSSM and see if that stops the light from glowing and follow the rest of the wiring until you find an issue.
But looking at the wiring diagram and the fact you have replaced the switch and disconnected it you might have a problem at the TSSM.
It's going to take a bit more than a casual look I think.
