Sensor Plate

Sensor Plate
Bought an 95 Sportster 1200 with 43000 miles on it. It has drag pipes and a hypercharger on it. The engine skips and pops out the pipes between 2-3000 RMPs. Doesn't pop out of the carb but just misses and pops out of the exhaust. Not terrible but enough to make it annoying. First thing I wanted to do is check the timing. Pulled of the covers and looked at the sensor plate and there was brownish gummy type stuff that had melted from the sensor plate plus the sensor itself was soft to the touch. Is this normal? or do I have an ignition issue? Possible ignition module going bad or wiring issue?
I replaced the plugs and wires and the plugs I pulled out looked like the engine might be running a little on the lean side. From what I have read it looks like it could be a carb issue and the melting on the sensor plate is something that happens over time. Just trying to figure what is cause the missing running at lower RPMs. It runs perfect from 3000 and up and full throttle.
Thanks,
