Ignition switch tumblers

I removed the ignition switch to do my ape install on my '10 SG and while replacing the riser bushings the forks locked. I thought no problem I've seen the guy on YouTube use a screwdriver to turn the switch one click clockwise and they unlocked. So that's what I did and then after the forks unlocked I returned the switch to its original location. So I thought. Well I got things back together enough to fire it up to check my wiring and when I connected the battery lead the radio came on. It should be off so I'm pretty certain I screwed up. I've got the top and bottom tumblers in what looks like the correct position but still having same problem. Can anyone tell me where I screwed up and how to fix it?
