I found one picture of a 1941 EL. It is mounted on the left side top rear frame rail the base is about even with the vertical fender strut. Its on page 554 of Bruce Palmers book How to Restore your Harley Davidson

Filthy, good info, bruce's book is kewl, but not definitive.. but it is a dam good book, not all knucks had fire extingushers, try police pics of knucks Jokr..
