my ultra classic has a 12" stock windshield should I stay with that and order a 12" ultra?
I don't like to recommend sizes based on height. There are just too many variables involved. Torso, inseam, riding style, aftermarket seats, etc. You want to be looking over the shield by about 2 inches. If you were looking at the top edge of your shield, and not looking over it or through it, you want your shield to be 2 inches below that.
One trick is, if you are looking through your shield, you can mark it with tape or something right in your line of site, when looking straight ahead in your normal riding position. Then, measure from the center screw, up to the tape, and subtract 2 inches from that measurement.
