I had my first service done about a week ago. According to the list, they pulled and checked the plugs.

If you had the same service, it'd be the shop that left them loose, not the factory.

I highly doubt they inspected your plugs at the first service call. According to HD specs plugs don't get changed till 30K or 2 years which ever comes first. The only reason I checked the plugs was idle curiosity because I had the tank removed. The plugs were definitely loose from the factory. And for an added plus they were installed dry with no anti seize compound on the threads. The only person I trust to work on the bike is myself.
