I'm pretty sure its because our 2017 Road Kings don't have the front fender light.
yes they do say which bikes it fits. Its only the big touring bikes. look under fitment. I looked into this on my roadglide and looked at fitment and there it was. the fenders are different. I am sure you can do something with some modification to the fender......maybe?

What what a beautiful color and front fender, you took a chance and won! I'm going to look at the parts book tonight I think the ultra and the road king fenders are identical.
Okay the fenders are identical. The badging on the road king sheet metal screws from underneath to hold it on. The light has bolts that go through the fender thus you would have nuts holding on the fender rail. I'm sure Harley thinks there's not enough meat on those sheet metal screws to hold that rail. The really bad news is I would have to take the wheel off to do this. I think some good adhesive plus those two sheet metal screws it would work fine.

Fender looks badass!! Do they come in primer only, or can you order them in paint? Have the Freewheeler fenders remained unchanged across all four years of production? Finally, is the clearance at the trailing edge of the fender tight to the oil cooler, or is it an optical illusion in the pic? Thanks!
