I call BS...with proper tools it would take 15-30 minutes. If OP wants it done right, he would make time.
Also, JB weld isn't something I'd recommend for anything on my vehicles, or anything I care about keeping.

When applied correctly, JB Weld is barely noticeable.😎

Honestly, if the bolt broke being tightened down, then the part that’s left in there is under zero tension....so it’ll unscrew easily.
Take the bottom bolt out and see....you might be surprised that’s the case

I couldn't put my finger on it before but yeah, those Gunship gray CVOs look like they were painted with JB Weld. JB Weld.... no wonder I like them.
