It'll be interesting to see if this defect can be found in any other engines that have sumped. Its early in the diagnosis and I find it somewhat hard to believe that if this was the known defect that resulted in the development of the SB1450 instructions, that HD would presume that ANY oil pump redesign would be capable of correcting this over-oiling defect. While its an important new fact, it just doesn't seem likely to be the root cause of all M8 sumping issues. It appears to be far too significant for HD to think it could be addressed with an oil pump upgrade.

If Harley though this was an entire product line defect (the hole) it would be in the SB1450 addressed as "replace right side engine case", not put in a larger or whatever oil pump.
If anything, this (the hole) is probably one of the first HD has seen publicly so again, we tip our hat to real people posting real information and findings instead of speculation and spreading mass hysteria.

I haven't read that service bulletin or does it really mean anything to me. This engine is bleeding oil and pressure internally and since it is for track use only. It is on me and the owner to get it fixed. Should HD fix it and how? A question that puts no energy into fixing this one or checking a couple of my other customers' bikes. My customer base isn't the most warranty/ EPA compliant. I will be surprised if this is the only one. it's a machine hole. There are others at different degrees, or we might even find similar issues in other location. Harley isn't new to crack cases and leaking oil in the lift cover/ block area.

Is the oil in the OP coming up through the return passage? I would think that oil would be coming out of the lifter cover tubes in a short time if that much came up in one revolution.
Am I wrong?

No I did not. I am sure if there was any oil. It would be flushed to cam chest. I didn't see anything like that while I add the cam cheesy taken apart. Or did I find any witness marks that metal went through the pump.
