I'm not sure I understand this assertion. I dont find either of the two M8's I've owned have or had any more of an "unstable" idle than the twin cams I've owned. They all have an uneven idle, Nature of the v-45 beast.
Hey Springers4ever....got a question for you since you've seen the stock tunes....my 2019 Road Glide rpm always shoots to 2400 the second it fires up... It drops right down in a couple seconds to a normal cold idle (around 1200 or so). It definitely shoots to 2400 with EVERY start. I'm in FL and don't ride below 70 deg so it can't be a cold weather setting. Is there something in the tune you've seen that will cause this?

As VDeuce has stated above...you can check the Crank to Run table ...but we would also check the Cranking Fuel Table ...as this is what shoots more fuel in during startup only ...in your case ...this may be a little to high ...causing the momentary high rev at start up ...
think of it like a carb bike ...you pump the throttle once or twice (to shoot fuel in from the accelerator pump) , crack the throttle open while starting ...this make the motor start reving high for just a moment ...
the Moco must inject a larger amount of fuel to get these bigger and bigger motors to start ...

You need to state how much. I would say my m8 idle bounces around more than my twin cam but I am also looking at a digital readout vs analog on the twin cam. I posted before about a roblem with startup idle,had some warranty work done, problem still there of it going too lean and back to normal. Unusual but it is now back to normal and I have no idea why? Have a few ideas but nothing I can prove but happy to not.be stalling out on startup.
this will cause the erratic idle during cold starts also ...even some stock motors do this ...as the Moco can only load the basic map for the area the bike is shipped to ...and the AFR is really lean already ...and they must keep the EPA happy at idle ...so most are lean to start with ...then if any work is done A/F , pipes , head work ...etc...this table MUST be increased ...
Had 3 M8's in 2 yrs. erratic idle, reaching, loaping, is due to clutch safety switch. each bike had to have warranty replacement with new style. eventually, the bike won't start in gear, but have dealer replace switch ahead of any problems. if he gives u any ****, play the highway safety card. there is a service bulletin on the new design, it's on this site somewhere. your idle should be a CONSISTANT 850 rpm, and shouldn't reach or fluctuate.

Don't mean to hijack the thread. Is what I should have said is that My M8 Shakes at idle like a twin cam The hunting isn't an issue ! This post sheds some light on the subject of idle mapping

I had the clutch safety switch with new updated lever performed on my 2017 UL and the idle still varies like post #5 stated. It's just the nature of the beast.
