The Harley tuner retains the warranty, but is limited in what it can do, it can only tune within EPA compliance limitations. You could get a better-running bike with a PowerVision stock improved tune from FuelMoto, but again that's at the cost of the warranty.

So the question to you is: is the warranty a factor? Did you buy a used 2017? If so, the warranty is probably either expired or close to being expired, so it may not be a factor. But if you bought a new leftover 2017, you may still have close to two years of warranty coverage.

As far as performance goes, if budget is limited, I'd say: don't bother until you can afford do go Stage II. Stage II is a big performance boost, very noticeable. Anything less than a Stage II is going to result in modest improvements, if any at all, and I'd argue that the bang for the buck is just not worth it (but then again, the only question that matters is if it's worth it TO YOU.)
Completly agree with you....I dont see a point in Stage I upgrades, but nearly everything in Stage 2 requires a tuner. I purchased the bike from an HD dealer, and have no warranty that I am aware of.

As has been said in several threads, the M8 runs so well from the factory, that a stage 1 is pointless, except for improved sound from slip ons. Even in extreme heat at slow speed, my M8 gets no where near as hot as my 103 TC did. So, IMHO don’t tune until you do a cam.

The M8 has a EPA tune regardless of how well it runs and there’s always room for improvement.

Im sure if you talk to Jamie at FM I bet he has an enhanced tune for the stock engine that will have you feel a better running scoot.

Here’s something from DynoJet.

I put an HDventilator on minelast year because I didn't like the looks of the stock cover. The bike runs fine. Probably do stage 2 next year.

The Stage1 as it's now called or a muffler set and a freer flowing air filter do work but it's not a dramatic change , a Stage 1 with a good dyno tune is a good thing but costly though.

Peace.

Stay away from the Harley tuner. It still keeps it within the EPA and changes timing mainly.
Just had the Redshift 468 cam installed in mine and used the Harley Street Pro Tuner. Works fine by adjusting via dyno
