Why not? It is easier to suppose three consecutive engine deaths by parts failures than to try to figure out why a hundred thousand other motorcycles with the same exact identical engines run just fine.
In my 71 years of using machines and fixing them, I have plenty of times got two or three consecutive parts that were bad out of the box. When I was working as a tech on postal automation machinery, I saw plenty of weird things come out of the parts rooms, things that were hard to explain, odd coincidences that made us scratch heads and wonder at the wonder of it all.
I thought so too, till some "expert" told me a while ago that cam only on a Stage 1 tune was still sage 1. According to him, Stage 2 and above involve displacement, head work, machining, etc. in greater amounts as you go up the stage #. In any case, 1 or 2, I love mine just the way it is!!!

Couldn't agree more with the last statement. These M8s are excellent machines.
Harley "stage" terminology has been around a long time and has been used by HD as well as many aftermarket companies. The idea is that you can build a little at time with each stage building on the previous. Anyway, just to clarify in my own laymens tems:
Stage 1 = pipes, a/c and tune
Stage 2 = Stage 1 plus cam
Stage 3 = Stage 1 plus cam and displacement
Stage 4 = Stage 3 (basically) plus heads
