I have 2018 Harley and would like to up date my cam plate and oil pump with the latest stock pump.
can I install the new one with out removing the push rods
Sorry, but no.
Oil pump is behind the cam plate.
And as it is called the cam plate it supports the cam.
To keep the stock non-adjustable pushrods you will have to remove the rocker covers and rocker arms.
Most just cut out the stock pushrods and go back with adjustable pushrods.
Then most of course go with new lifters and lifter cuffs and while in there a better cam that needs a tune and the rabbit hile keeps going.
Which bike do you have (touring or softail)?
How many miles are on her?

I personally wouldn't go into it unless I had everything needed to do a stage 2 cam upgrade simply because you are already there and with the weight you pull, a good torque cam would do wonders.
Now which cam is a thing that requires much reading, but seeing that you are on a heavy 3 wheeler, most definite choice would seem to he a good torque cam.
The TTS-100 is a great choice for bottom torque and many have claimed even better fuel mileage when running this cam.

Just remove the pushrods.
SE Adjustables are great, and I've used them in my bike. As long as you cut the stock ones out correctly, there's really no problem with replacing them adjustables.
You basically cannot update the pump without relieving the pressure from the valves on the Cam. You wont be able to Center the pump and camplate correctly for it to tolerate run out.
So Cut out the stock rods, get some Adjustables like the SE or FuelMoto adjustable push rods and install the oil pump the correct way.

You have been told no, and I agree with that. You should remove the pushrods if you are going to remove your old oil pump and install a new one.
The question I have is why are you installing a new oil pump? Have you been having a sumping problem? If the bike is running OK and not sumping then I wouldn't change oil pumps unless I was going into the engine to change cams. If you're doing a cam change then changing oil pump makes sense because you're already there and it's only a few more screws to do it. If you're just doing it because of all the horror stories you have heard about the early oil pumps, rest assured that way more of them were just fine than weren't.
which brand lifters do you like. Seems like lately they have all been **** except for the ones from S&S.
I just did a cam replacement in my 2018. I went with wood 22xe, WFO Larry Hy lift lifters w/ pin oiling. SE adjustable push rods 202 oil pump and upgraded cam bearing.
