12 inch pounds equals 1 foot pound. Wrench tight is probably good enough, I assume you are talking drain plug and o-ring seals the joint so just enough torque to retain the plug.

Go to Sears buy you a foot pound torque wrench, Sears usually runs them on sale for around $59. Anybody with a Harley should own two, a foot pound one and a inch pound one. Always put a little Telfon paste on all your drain plugs (oil, tranny and primary). The lowest setting on the Sears foot pound torque wrench is 15 foot pounds, thatis enough torque on your drain plugs. For anybody who wants to do their own service the Fix My Hog series of DVD's is excellent. The DVD's will give (by showing exacting what to do)you pretty much all the info needed to service your own bike.

I hand tight with paste and new o ring. Maybe overkill but 92000 miles no drip and still the same drain plug. Now I have a new motor so I start again. Ill revive this post in 10 years to report.
