Could it be that the rocker travel is greater than normal, or beyone the range and allowing it to contact the jiffy stand nut because the linkage isn't connected yet?
I've looked at the online HD parts catalogs and didn't find much hep there. Might be because most HD's after 1952 hsed a hand clutch rather than the rocker clutch.
They show two Jiffy stand part #'s. The second part number is the assembly that includes everything needed, but they show a different year range for them.
50061-36E LEG, jiffy stand (chrome) 48 to * - FL, FLH, FLH-80, Classic Not Available

Well my research tells me the "bracket" which bolts to the frame is #36842-41 and is 1941 thru 1978, so that is not the problem. I know the rocker itself is the right one for my year per Palmer, he had pictures and description of each specific variation. Same with the jiffy stand bracket. The Jiffy stand is for sure later and probably aftermarket so until I get a year appropriate stand I am going to ignore this possible issue. Maybe it will go away!?!?!?!
Winner!!!! Spacer is part #36869-48, never noticed it on the diagram. The front bolt was long but I am not running front highway guards, I assumed I needed a spacer for that. Did not dig further, @eighteight thank you very much, so glad I asked.
