Build a 74 panhead chopper
My father (RIP) built his own bikes in the 70s. I can remember at least 4 different bikes/frames. He even had a tatoo "74 Panhead" on his arm.
So I found some old pictures of his bikes, and one of them i like the frame and it started me thinking, I wonder how much it would cost to rebuild that bike today. I am a decent grease monkey (worked with my father a lot in the garage). Have a thorough set of tools.
I have found the frame (or similar), it being an AMEN Saviour frame. Found a guy locally that has one with a honda (gasp) engine. think it would take some modifying to squeeze the panhead in it.
Here is a picture of my ole man's bike:

I'm just one of those guys that like's to build stuff, and thought it was an interesting idea to recreate something from my (and my dad's) past, if nothing more than to freak out my sisters

Besides I like the bike personally.

AMEN (Save Your A$$) frame is what we called them. They were real popular in the 70s and long before everyone got indignant about something not made by HD, guys were running CB 750 in-line-4s in frames just like you posted. Think I have an old Street Chopper mag and that type of bike is the featured bike ( I will try to find it and post a pic).
So you found a frame; biggest issue will be relocationg motor and tranny mounts.
Bike in the pic is an e-start and looks like a shovel of some type (66-69 jenny or 70 up cone)
Cost??????? depends on what you can do yourself and what you need an inbdie to do for you. Pre-70 motors are registered by motor (Kali); your rules may differ for the state you live in.
