I am thinking of doing a big bore, when I do I would like to have all my chrome covers powder coated gloss black. Can powdercoat be applied over Chrome?
My powder coater always sandblasts chrome, or anything else for that matter. A smooth surface will not adhere the powder paint as well as a rough surface. The paint "melts" in the oven and smooths out for a good finish. The rough surfaces don't show afterward. I had the exhaust (chrome) hangar bracket powder coated, and it came out fine.
I had my tanks and fenders powder coated. The powder coater buffed them out and they look great! Powder coat paint can be polished just like regular paint. The more elbow grease you apply the better they look.

Countryside powder coating will work with you over the phone and through the mail. If you are close enough you can go inside his shop. I get excellent results from the owner "Jay" every time. I have used other powder coaters and had less than satisfactory results.
