Default Re-painting sinister black samsons?

For some reason I'm getting rust spots on top of the mufflers and heat shields on a set of sinister black true duals. It almost looks like it is from moisture dripping off of my saddlebags. Eventually I would like to replace them with chrome mufflers and heat shields but for now I'm looking to repaint them. Because of the heat, I'm guessing im pretty Limited when it comes to paint choices. I'm not super concerned about the exact shade of black. I'm leaning forward Rust-Oleum high temp automotive spray paint but I'm wondering how much Surface Prep I need to do and if there is a better option out there. Do I need to actually strip the Sinister black coating back to bare metal or just rough it up or what?

Rustoleum high heat grill paint works really well and it’s durable.
