Default Fat Bob Clutch Issue?

My son is interested in buying a 2010 Fat Bob with 8k miles. The one issue that I have with the bike is the clutch lever is hard to pull and it does not snap back as it should.

I was thinking that the cable may need lubrication, but I starting thinking that it could be a bigger problem.

Should my son be concerned?

Have the seller lube the clutch cable to see if that corrects the problem BEFORE buying bike.

Unless you know exactly what is wrong, have the owner get the issue fixed.. It could be serious.. Cable is the easy answer but it could be wrong.
