Get in early in the morning or wait until after 9:30 or10AM to go past the outer areas that will be heading in.

SF traffic is way worse..

I drive there a lot. You basically have three choices, 10, 60 or 210 to 134. Keep an eye on the traffic maps and follow the least congested route. Sometimes I end up on all three freeways. Depends on traffic and accidents.

How much time do you have? My wife wanted to ride the PCH from LA to SanFran without LA traffic. My solution was to pick her up on a Friday morning in Vegas and then ride down to the Cajun Pass and the Angels crest highway to about 10 miles from our hotel in Burbank. Except for the 117 heat in Vegas it worked well. You can loop up to it at Joshua Tree or if even that traffic is bad you take 62 west from the east side of the state.

Another thing to remember is that bikes can use the HOV lanes, during the day there is not a lot of HOV traffic. If you do decide to do lane splitting remember to look for crotch rockets splitting at 90 as you merge onto the white line.
