you should on closures due to the Corona virus. The northern Virginia area closest to the District is still in phase one of moving out of closures. DC may be in phase 1 also. Traffic has been reduced due to closures and tourism has been down so finding hotel rooms should be easy.

If you have an EZ Pass, motorcycles travel free in the HOT lanes on the Beltway (495) Virginia side, segregated from main traffic lanes; also on the HOV lanes on 95 and 66. Usually traffic is thick, so vigilance pays off. Most DC Metro Stations have free motorcycle parking according to the website, although I've found all stations have no motorcycle parking. Their are maps on the internet specifically showing DC parking for motorcycles. After the plague, I'd say that once business hours have started, the city itself is not too heavily trafficked, but driver in town do not watch for bikes before they move and turn signals are optional.

Another Northern VA guy. Check for closures as we (and DC) are still in Phase 1. Lots may still be closed (Nats Park for example). If it were me and you are planning for the weekdays, I would consider well outside of DC (Gainseville VA has a nice Marriott walking distance to lots of restaurants) and riding the VRE into DC and then riding West to Shenandoah National Park other days. Gainsville puts you between the 2 areas. If you want to explore this route more, send me a PM and i can provide some more information.
