I would agree that the Cherohala Skyway is probably the best road in the area.
However, if you want the real scoop about roads in the area from someone who lives there, you need to check out the Biker's Dozen web site:

A friend of mine who lives in Chatanooga and just started riding turned me on to this site. I've ridden a lot of these routes in bits and pieces but, we're going to try and hit as many of these loops as possible this spring and summer.
