I am wanting to ride out west this summer and was wanting to know if some of you may live close enough to yellowstone and glaicer bay to tell me the earliest a person can ride thru the mountain passes.

I was in Cody in July of 2010. On July the 6th they got four or 5 inches of snow on Beartooth pass but that is a few thousand feet higher than Yellowstone. Check out the NPS website and call one of the ranger stations they will tell you the straight. But remember it can snow there almost any time.
On the way to Sturgis one year (August) we had a snow/sleet mix at the top of Bearthooth pass. Didn't last long, and didn't cause any real problems, but there can always be weather in the high Rockies and you need to be prepared.
Passes can open in June, call the park for info. I was there three years ago at the end of July and went through all sorts of snow/rain. If you go to Yellowstone, dress for anything.
Most major roads/passes are open by Memorial Day weekend. Notable exceptions are Beartooth Pass and Going to the Sun rd in Glacier NP. You can check the Montana DOT website for daily updates on road closures/openings.
