I’m doing my first oil change on all three holes. Question on the primary fill level. Manual says 38oz, wanted to know where do you have the level at? Just touching the clutch, level with the bottom of the derby cover? After one qt the clutch is about 2mm in fluid and 2mm from running out of the derby access hole.
Disregard this post, I just found "The fluid level should be at the bottom of the derby cover opening".
How much fluid goes in my primary?
A: Fluid capacity is 1 Quart* (32 fluid oz) for all Evo and Twin Cam88/103 primaries from 1980-2006 (*except 2006 Dyna). The new bikes 2006-up Dyna, 2007-up Softail & Touring take a 45 fluid oz if the entire primary assembly has been removed or 38 fluid oz if you are simply draining the old fluid adding new oil. BAKER Function Formed Primaries (FFP) takes 10-12 fluid oz; match the fluid type to your clutch as mentioned above. Use white thread sealant on the drain plug and make sure that the drain plug o-ring (if an o-ring is present) is good condition, before filling the primary. Replace the o-ring if in doubt of its ability to seal properly
If you check the fluid level in the primary, do so with the bike held upright off of the jiffy stand. The fluid level should be at the bottom of the derby cover opening.

My owners manual says 38oz. I read this on another post. I'm not sure it should be at the bottom of the derby cover.
I normally get my bike as upright as possible without danger of overturning by putting side stand on a 2x6 and after draining, refill with 38 oz new oil. Its going to be pretty close to derby cover opening at this level depending on how upright bike is. Be careful with the stock T27 derby cover screws. They are fairly soft metal and often have thread lock on them. A T25 bit will strip them. Don't know if the narrow derby covers on the 16 bikes change anything.
