Headlight cowl from '68 FLH. Left side has no holes, right side has 2 large and 2 small holes. I'm assuming that one large hole is high/low beam indicator and one small hole is spot lamp switch. What are the others for or are they added? Turn signal indicators are in dash so it's not those.

I only had one switch on my '68
It was for the Passing Lights [spots].
I have seen them with both switches and indicator lights...which makes the most sense in your case.

Originally 1968's only had one hole on the back of the headlight cowl/housing, it was on the right, it was for the high beam indicator light. Someone may have drilled thee other holes for spotlight switch, spotlight light indicator, etc etc.....

Then someone replaced that with the Passing lights switch on my '68...a Long time ago....It was for passing lights, and my High beam indicator was like the later ones...Middle of the Dash.
Never seen the passing light switch on the bars...but, never looked careful at a '69.
I know it don't count, but, My '83 is on the cowl, and so is my '74....

The passing light switch is mounted/clamped external on the handle bar. The switch is like the high-low head light switch that's on the left handle bar but mounted/clamped external.
Sounds like your high-low indicator light in the middle of your dash is where the neutral light should be on your dash.
I've seen that done before where a later dash( 3 light )was used on an earlier Pan with no neutral switch. Owner wired the neutral light to the high beam making it an indicator.
