That “T” fitting came along with the Ham Can air cleaner introduced in 1978-1/2. At the time the center tube was routed to the back side of the air cleaner cover so that no noxious fumes could escape and spoil the air...thanks to the EPA.
Odds are you do not have the stock air cleaner. If you do plug the backside of the cover and dump the tee fitting. If not just do as Racepres suggested and route a line between the fitting at the top of your tanks.

Not sure what year HD introduced the frame mounted seat for FLH models but it was standard for my 84 FLH. To mount the seat and install/secure your luggage rack securely and properly you need most all the parts in the left middle of your diagram.
I am out of town until Sunday but when I get home I can post a pic of how it looks mounted if that will help.

leave it to the loonies in calif to take a system that has a very small flapper vent, on one gas cap and then take a 1/4 inch hose to the back of an open air filter to trap those fumes in an open back air filter so they escape into your garage instead
no wonder they have 50 thousand homeless living on the street robbing and peeing on everything - and they give them free health care on the working mans dime -- ya baby that's the way to do it
