What is this rubber plug all about. I see a bunch of them without it.

It is the jiffy stand bumper. Keeps the jiffy stand from banging on the outer primary, especially when the spring is tight.

Thanks for the replies all of you. Glad I did not try to pull it off to look inside. I do not remember my 1971 having one of these rubber pieces, but then again I seem to be forgetting things from last week. lol

It protect the outer primary cover from damage when the kickstand swing up.

Peel and stick, gets rid of the clank when you bring up the jiffy stand. Probably more bikes don't have them, then have, oh well.
