Is it comparable to replacing rear shocks with welded barstock and calling it a 'hard tail'?

I believe it was a shop that hole sprays just a bit onto the oil on to the head gasket area its a hose and go repair idea

Head scratcher, got no clue what they might have been thinking there, wouldn’t the inside tube still cover that hole even up?
