Default '76 shovel stator test again

I have performed all the tests I could find here and stator not grounded or open but best I could get between the two stator pins in the case was about 23vac at a pretty high rpm.
Would this indicate a bad stator or could it be the rotor?

Question

Meanwhile, does anyone have any experience with Spyke stator kits?
I have one friend that claims they are nearly as good as Cycle Electric at a much better price. My budget can't really handle the cost of the CE kit right now.

Ok, how about, will the 32amp system used on big twin evolution engines work on a '76-77 shovelhead?

I am wanting to buy the kit but it says the Spyke kit is for big twin evos. I am trying to make sure this kit is workable on my bike. Just buy it is not an option till I know it will work. We are talking $$ here in my world.

On my 84 FLH I went from the stock 22amp system to a 32 amp system. Used a CycleElectric set up. Not cheap, but American made and definitely worth the money spent.
